Biography

Dr. Rui Sun is Professor of Public Administration, Director of the School of Public Service and Justice, and Faculty Director of Assessment in Academic Affairs at 糖心logo入口. Her research focuses on fiscal federalism, citizen engagement in public budgeting, and the fiscal health and sustainability of local governments. Her current research interests also include social media use in the public and nonprofit sectors; artificial intelligence and student learning and career development; and education policy and innovation.

Dr. Sun鈥檚 work has appeared in peer-reviewed journals, including the American Review of Public Administration, International Journal of Public Administration, Journal of Public Affairs Education, Municipal Finance Journal, Public Administration Quarterly, Public Budgeting & Finance, Public Finance and Management, Public Finance Review, and State and Local Government Review, among others. She is also a co-editor of the peer-reviewed book Cases on Strategic Social Media Utilization in the Nonprofit Sector (2015) and a special issue on social media adoption, utilization, and consequences in the nonprofit sector published in the International Journal of Public Administration in the Digital Age.

Dr. Sun has held leadership roles in professional organizations, including serving as President of the Southern California Chapter of the American Society for Public Administration (ASPA), President of the China-America Association for Public Affairs (CAAPA), Co-Chair of the Public Policy and Public Administration Track of the Western Decision Sciences Institute (WDSI), and a member of the Student Engagement Committee of the California Society of Municipal Finance Officers (CSMFO). She earned her Ph.D. in Policy Studies from the University of Maryland and her MPA from Auburn University. She also holds an M.A. and a B.A. in International Relations from Peking University, China.
