This course provides a practitioner-level examination of the 2024 EM 385-1-1, using the Chief of Safety Annotated Edition as its primary text. Participants learn how to interpret requirements, develop defensible Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs), satisfy government review expectations, and consistently achieve compliant field-ready execution.
This course is designed for contractors (project managers, superintendents, quality assurance/control), consultants, government employees, SSHOs, Collateral Duty Safety Officers (CDSOs), and all personnel required to comply with the safety and health regulations of the U.S. Army Corps of Engineers.
Interpret EM 385-1-1 requirements as they are applied and enforced by the U.S. Army Corps of Engineers, eliminating common misunderstandings that lead to rejected submittals, work stoppages, or delays.
Translate EM 385-1-1 requirements into practical, project-ready implementation strategies.
Explain how national consensus standards (e.g., ANSI, NFPA, ASME) are incorporated into EM 385-1-1 requirements, and apply those standards correctly when developing plans, procedures, and controls.
Differentiate between acceptable and unacceptable training approaches under EM 385-1-1, including course types, delivery methods, credentials, and documentation that are routinely scrutinized or rejected by the government.
Develop and critically evaluate APPs using criteria commonly applied during government review, ensuring plans are credible, complete, and approvable.
Conduct true hazard analysis through Activity Hazard Analyses and Job Hazard Analyses (AHAs/JHAs) that demonstrate hazard recognition, risk assessment, and control selection.
Identify early warning signs of compliance breakdowns in planning, staffing, training, and execution.
Apply designations of Competent Persons, Qualified Persons, and Site Safety and Health Officers (SSHOs) that align with EM 385-1-1 requirements and government expectations.
Anticipate how EM 385-1-1 requirements interact with real-world construction sequencing and operations.
Evaluate safety programs and field practices from a government reviewer’s perspective.
